You may swap for an exposed joker whenever you hold the real tile. Nothing says you have to need it.
Taking one from a player who is close to winning removes a tile from their hand and replaces it with the exact one they were covering, which is often no help to them at all. Meanwhile you gain the most flexible tile in the game.
Note
Weigh it honestly. You are giving them a real tile, and if it happens to be one they can use elsewhere you have helped them. Check what the swap actually hands over.
Reading ahead is fine. The path takes lessons in order, so this one ticks off once you get here.
