Some things vary from table to table: whether the courtesy pass is used at all, how strictly a dead hand is enforced, and what happens when a wrongly called tile has already been racked.
Tournaments are stricter than kitchen tables, and both are fine. What causes arguments is nobody having said which one you are playing.
Tip
Ask before the first Charleston, not during the third hand. It takes ten seconds and it settles the whole afternoon.
