If a tile has been discarded and nobody called it, then at that moment nobody could use it. Discard the same tile and you are repeating a question the table has already answered.
It is not a guarantee. Hands change, and a tile that was useless six turns ago can matter now. But it is by far the best evidence available, and it is free to check.
Tip
The next safest thing is a tile you hold three or four of. If you have three, only one is out there, so almost nobody is waiting on a group of them.
